These duties include, but are not limited to: implementing policies adopted by the Association's Executive Committee and the Division II Presidents Council; making recommendations to the Division II President's Council on matters it deems appropriate; making interpretations of the bylaws of Division II; and organizing and participating in an annual summit with the Division II Student-Athlete Advisory Committee.

Dr. Blais has been a member of the faculty at SNHU since 1996.  An advisor for Southern New Hampshire's Student-Athlete Advisory Committee (SAAC), Blais is also a member of the NCAA Playing Rules Oversight Panel (PROP), the Committee for Infractions and the Committee on Diversity.  Dr. Blais, an active collegiate soccer official, is a former student-athlete for the Penmen, serving as a goalkeeper for the SNHU men's soccer team from 1984-87.
